As was the case with Fire, Neo Discovery only released a single Lightning-type. This one's even less interesting, because the Ampharos card that existed at the time would much rather play the Mareep from Neo Genesis.
Since the only value of an evolving Basic is typically to be of use to its Evolution Cards, this one card accomplishes absolutely nothing.
Mareep can't attack on the first turn and is a perfectly average Lightning-type Basic in every other way. It's especially funny to compare this card to Base Pikachu, who had the exact same attack but sacrifices 10 HP to actually be able to attack on the first turn.
If you were seduced by the cute little eyes in the artwork, I can't really say I blame you, but this just isn't a competitively viable card.
Grade: 3/10
For what it's worth, there were some good Lightning-type cards in the very next set, so we'll have something more interesting to talk about shortly. But the only merit this card has ever had is that it allows me to just barely justify writing this post.
